House Leadership notes NAPA in 2025 review
NAPA’s efforts to further the asphalt pavement industry were felt on Capitol Hill in 2025 and the proof came in a year-end message from Speaker of the House Mike Johnson (R-LA) that chronicled Congress’ achievements and included a statement from NAPA Vice President for Government Affairs Nile Elam, among other voices from former Speaker Newt Gingrich to American Airlines.
“This past year, Speaker Johnson and House leadership have done a tremendous job advancing real-world policies that ensure our asphalt producers, contractors and pavers can grow and deliver critical roadway projects in a timely and efficient manner. This past year, we were pleased to see many of the tax policies the National Asphalt Pavement Association (NAPA) advocated for included in the One, Big Beautiful Bill (OBB) reconciliation package. Highlights include Section 199-A reform for our family-owned and small business asphalt producers, clear guidelines on bonus depreciation and the procurement of capital assets needed in the road construction sector, extension of critical R&D tax credits to advance deployment of innovative asphalt mixtures, and so much more. Further – while ultimately not included in the final OBB package – we were thrilled that Speaker Johnson passed a reconciliation package out of the House that included user-fees on electric and hybrid vehicles, vital revenue to the Highway Trust Fund that has not occurred in over 30-years. And before the year concluded, the House passed critical legislation via the PERMIT & SPEED Act, respectively, that would advance arbitrary permitting and streamline environmental reviews for public works projects. These legislative victories directly benefit NAPA members and how we deploy over 400 million tons of asphalt annually towards building and maintaining America’s road and highway network. Lastly, we believe this past year’s work enables Congress to maximize and leverage a transformative surface transportation reauthorization package in 2026, and we are excited to partner with all stakeholders in achieving this goal next year.”
