NAPA continues momentum with Congressional asphalt plant tours
NAPA is nearing 25 plant tours and site visits in 2026—and is keeping the momentum heading into mid-August.
On Aug. 4, NAPA—along with Maymead, Vulcan Materials, Wright Brothers Construction, and the National Stone, Sand & Gravel Association—welcomed Rules Committee Chair Virginia Foxx (R-NC) for a comprehensive site visit in Boone, NC.
Rep. Virginia Foxx (blue sweater) spent the morning seeing firsthand how roads are built—from a Vulcan quarry to a Maymead asphalt plant and a Wright Brothers construction site. Along the way, she met with industry leaders, including Maymead’s Mary Katherine Law (bottom center), to discuss the people, materials, and investment that keep America’s infrastructure moving.
Additionally, in July Rep. Tom Barrett (R-MI) visited a Rieth-Riley project site, Rep. Suhas Subramanyam (D-VA) toured Luck Stone’s Bull Run Plant, and Rep. Chris Pappas (D-NH) toured an All States Materials Group plant, enabling them all to see firsthand how the asphalt pavement industry builds, maintains, and modernizes America’s transportation network.
“We’re always grateful for the opportunity to welcome Congressman Barrett to our state’s asphalt plants and projects,” said Brett Stanton, Executive Director of the Asphalt Pavement Association of Michigan. “His commitment to investing in Michigan’s roads and infrastructure makes a real difference for the people and communities who rely on safe, reliable transportation every day. We thank him for taking the time to hear directly from the Rieth-Riley team as well as the Michigan asphalt industry. We’re eager to work together to see the BUILD America 250 Act signed into law.”
The continued pace of plant tours comes at a pivotal moment as Congress works to advance a multi-year surface transportation reauthorization. These visits give lawmakers a firsthand look at asphalt production, innovation, sustainability, and the skilled workforce behind the industry, while providing an opportunity to discuss the importance of long-term federal investment and the risks of failing to enact a robust reauthorization.
Plant Tours Strengthen NAPA’s Advocacy
Congressional plant tours remain a cornerstone of NAPA’s advocacy strategy alongside ongoing engagement on Capitol Hill. By pairing policy discussions in Washington with in-person experiences at asphalt plants, NAPA helps lawmakers connect transportation policy decisions with the people, facilities, and communities they affect.
NAPA is pushing ahead with plans to host many more congressional plant tours in 2026, and August is on track to be one of the busiest months for site visits in recent years.
