The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category.
“The asphalt pavement industry is committed to building high-quality projects that deliver superior performance to the traveling public,” said 2022 NAPA Chairman James A. Mitchell. “All contractors’ projects earning a Quality in Construction award are measured against best practices designed to live up to that commitment.”
GERKEN PAVING, INC.
M-50 in Adrian, Michigan
Asphalt tonnage: 7,850
Project type: Overlay
Starting at Nortley Highway, Highway Maintenance and Construction Company performed 4.65 miles of single chip seal the full width of existing pavement and Gerken performed an overlay on top of their chip seal. At the eastern end of the project through the traffic signal at M-52, Gerken Paving performed a mill and fill. Work was done at night.

Highway 20 in Willits, California
Asphalt tonnage: 4,610
Project type: Mill and Overlay
Granite paving crew worked together with grinding subcontractor to meet smoothness requirement in specifications. Resulting pavement surpassed California Department of Transportation expectations and required no corrective grinding.

M-48 in Chippewa County, Michigan
Asphalt tonnage: 15,376.5
Project type: Overlay
Project included more than 11 miles of milling and filling, plus center line and shoulder corrugations, all while maintaining traffic throughout the timeline.

SR 693 in Pinellas County, Fla.

Project type: Mill and Overlay
Part of the City of St. Petersburg’s plans to add business access bus lanes for rapid transit. Despite 7% cross slopes and narrow lanes, Preferred transformed a severely rutted asphalt pavement into a high quality and smooth surface through milling and resurfacing
APAC-KANSAS INC., A CRH COMPANY
K-23 in Gove County, Kan.
Asphalt tonnage: 27,655
Project type: Mill and Overlay
This project consisted of a 1″ mill and 2″ overlay, rock edge wedge, and striping. Areas paved through the town of Gove were milled and inlaid the same day to minimize disruptions to residents. The HMA specifications allowed for a high RAP content (40%) but also had a special provision increasing the density requirements.

SR 2 in Limestone County, Alabama

Project type: Mill and Overlay
State Road 2 connects nearby Huntsville to rapidly growing Athens. Project completed in timely manner, with minimal downtime and inconvenience to traffic.
SHELLY AND SANDS, INC.
Zanesville, Ohio-based Shelly and Sands, Inc. won the distinct honor of having four of its projects selected to receive Larry H. Lemon Awards.
SR 5 in Trumbull County, Ohio

Project type: Overlay
Resurfacing and adjacent project work improved driving quality for motorists in Bazetta, Champion, and Warren townships of Trumbull County outside of the Youngstown metropolitan area. Included resurfacing the interchange ramps at the US 422 SR, SR 45 and Perkins-Jones Interchanges.
SR 147 in Noble County, Ohio

Work included 4.29 miles of full-depth reclamation and the repair of two landslides as part of a 17.54-mile resurfacing and repair project outside Sarahsville.
SR 258 in Newcomerstown, Ohio
Asphalt Tonnage: 20,234
Project Type: Mill and Overlay
Repairing and resurfacing State Road 258 improved motor vehicle travel for residents of nearby Tuscarawas and Guernsey County, in addition to Newcomerstown.
SR 7 in Washington County, Ohio
Asphalt Tonnage: 21,920
Project Type: Mill and Overlay
Four-lane, 7.27-mile resurfacing project completed on a limited access highway with heavy traffic between Marietta and Reno.
