From The Top: Strategic Stability

Every day, NAPA works to advance the asphalt pavement industry in many ways. These efforts are built upon a strong, strategic foundation – embedded in our ethos and the pillars of our strategic plan. The strength of that foundation has become increasingly evident, complementing the many coalitions and volunteers acting in concert to secure the industry’s ability to keep America moving.

Let’s look into how our strategy and partnerships are serving the industry well and how we’ll continue activating these initiatives.

Stakeholder Value: We’ve talked with many members to hear directly what they prize and what they’d change about NAPA. Throughout the summer, we paid visits to members around the country to better understand their concerns, especially as industry consolidation continues and the future of funding begins to take shape. Without hesitation, members told us they revere NAPA’s asphalt-only focus and credibility in technical and legislative matters. Last year, we recorded a 96% membership retention rate among Producers – a figure that’s holding so far in 2025. Every NAPA member – and your unique contributions to the industry and our association – are respected and valued. We thank you for your continued trust and support.

Critical Collaboration: 2025 is winding down after offering key opportunities for collaboration. As your national association, we actively engage and collaborate with stakeholders and decision makers – our industry allies. Working with the State Asphalt Pavement Associations (SAPAs) through the Regional Advisory Councils and at SAPA meetings uniquely informs how federal actions impact states, meanwhile strengthening the NAPA-SAPA ties – one of the strongest national/state partnerships in the association world. Additionally, participation in groups like AASHTO empowers NAPA to keep track of ongoing specification changes and research that could impact our industry. These inputs strengthen our ties and inform our priorities.

Mapping the Future: We’re keenly focused on shaping the next highway reauthorization. In support of our long-term strategy, we penned two op-eds in The Washington Times urging solutions to secure reliable highway funding, submitted numerous comments to policymakers, and ramped up our PAC. We also participated in two closed-door meetings with Transportation Secretary Sean Duffy that focused on identifying roadbuilding priorities and how to accelerate projects for the American people. Each of these actions supports the end goal of improving the nation’s investment in surface transportation and securing a sensible regulatory environment.
