What is CCPR?
CCPR stands for “Cold Central Plant Recycle.” It’s a revolutionary technology that utilizes a high percentage of recycled asphalt pavement (typically over 90%) to produce Cold Central Plant Recycled Material (CCPR Material) at ambient temperatures, eliminating the need for heating asphalt during production.
Why Should Producers Care About CCPR Material?
CCPR material offers a compelling combination of environmental and economic benefits for asphalt producers:
- Versatility in Applications: CCPR material can be used to replace aggregate or HMA base courses in various projects, including both rehabilitation and new construction.

- Proven Performance: CCPR material mix design has undergone rigorous testing, including multiple test sections at the National Center for Asphalt Technology (NCAT) test track. Additionally, several states have successfully implemented CCPR in various projects. Most prominently, Virginia has used CCPR Material in new construction on both I-64 and I-81, both high-volume interstates with significant truck traffic. Other states have begun using CCPR Material in their rehabilitation strategies, and some have also looked to the future by using CCPR Material in new construction.
