The asphalt pavement industry has long practiced what experts now describe as the foundation of a circular economy, with reclaimed asphalt pavement (RAP) and other recycled materials – including recycled tire rubber, slags, recycled asphalt shingles (RAS), and more – get placed right back into the mix.

In the past, quantifying that usage presented major challenges, but since 2009, NAPA has partnered with the Federal Highway Administration (FHWA) to promote an annual survey. That data collection leads to a published reports including state-by-state breakdowns of recycled materials usage.

Data from the 2024 paving season was formatted into the 15th Annual Asphalt Pavement Industry Survey on Recycled Materials and Warm-Mix Asphalt Usage. The report is free to download.

15th Annual Asphalt Pavement Industry Survey data highlights

  • Reclaimed Asphalt Pavement: Asphalt mixture producers remain the country’s most diligent recyclers, with more than 96 percent of asphalt mixture reclaimed from old asphalt pavements being put back to use in new asphalt pavements and the remaining 4 percent being used in other civil engineering applications, such as unbound aggregate bases.
  • Reclaimed Asphalt Shingles stockpiles: The total estimated amount of RAS stockpiled nationwide at the end of the 2024 construction season was about 1.44 million tons, a 22.5 percent increase from 2023.
  • Warm-Mix Asphalt Technologies: Mixtures produced with WMA technologies made up 40.2 percent of the total estimated asphalt mixture market in 2024.
