NAPA, WV asphalt leaders host Sen. Capito, discuss importance of surface transportation reauthorization
As highway bill discussions intensify—and with just months until the current law expires—one of the federal government’s leading infrastructure voices went straight to the source.
Sen. Shelley Moore Capito (R-WV) visited Camden Materials in Parkersburg, West Virginia, on May 6 to meet with asphalt pavement industry leaders, learn from employees about their work, and discuss the importance of surface transportation investment and infrastructure policy.

Capito understands that strong infrastructure doesn’t happen by accident,” said Nile Elam, NAPA’s Vice President of Government Affairs. “It takes long-term investment, smart policy, and the people on the ground who build and maintain our roads every day. We thank Sen. Capito, a longtime leader in infrastructure policy, for visiting Camden Materials and discussing issues with employees from West Virginia Paving and Kelly Paving.”




Conversations during the tour focused on maintaining and modernizing the nation’s roads and highways, supporting efficient project delivery, work zone safety and ensuring long-term federal investment in infrastructure. Participants also highlighted the critical role asphalt pavement plays in supporting safe transportation, economic growth, and community connectivity.
The visit brought together leaders from across the industry, including representatives from the Asphalt Pavement Association of West Virginia, West Virginia Paving, and Kelly Paving.
Visit comes as highway bill discussions intensify
As Chair of the Senate Environment and Public Works (EPW) Committee, Sen. Capito has been a leading voice on transportation infrastructure issues in Congress, including efforts tied to the upcoming surface transportation reauthorization process.
“With just four months until the current highway law expires, the stakes are incredibly high,” Elam continued. “Fortunately, leaders like EPW Chair Capito and Ranking Member Whitehouse bring the experience and expertise needed to move a strong reauthorization bill forward. We look forward to continuing our strong partnership on addressing key asphalt industry policies as they work toward passing surface transportation reauthorization.”

Capito’s visit came as House leaders continue pushing toward a long-anticipated surface transportation reauthorization markup. Meanwhile, Capito recently told POLITICO that the EPW Committee is targeting a Senate markup this summer.
“We still got a lot of work to do,” she said.
