BUILD America 250 Act advances user-feed approach to highway funding
A new NAPA resource details how the BUILD America 250 Act would help ensure all roadway users contribute to the infrastructure they rely on.
NAPA’s new Electric and Plug-in Hybrid Vehicle Fee overview breaks down how the bipartisan surface transportation reauthorization legislation would establish annual federal fees of $130 for electric vehicles and $35 for plug-in hybrids, with all revenue deposited directly into the Highway Trust Fund (HTF). Analysts estimate the fees would generate between $12.4 billion and $28.7 billion by 2036.
NAPA has long advocated for sustainable, fair, and dedicated user-fee solutions that ensure all roadway users contribute equitably while strengthening the HTF for the long term. The BUILD America 250 Act’s EV and hybrid fee represents an important step toward that goal, building on an approach already used by 41 states.
